How do tailors source swatch books from cloth merchants?

You have to buy them when you open a wholesale account. In most cases, the supplier will credit a portion of the cost of the swatch book against your initial order.

I have a couple laying around, I can sell them.

You just need them to get a clue how fabric will appear in reality, once you have the knowledge you can buy fabric per online pictures without making major mistakes.
